I've recently been particularly attracted to a senior two years older than me, who is the vice president of the student council. There is a subtle sense of ambiguity between us, and I always feel that he is also silently watching me. He's super capable, and every time I see him, my heart beats faster, especially with those gentle eyes that are simply irresistible.

Also, you feel like he's paying attention to you, but is that a personal feeling for you? Is he this affectionate with everyone? All of these details are worth mulling over.
Also, you don't see much of each other, so maybe you don't know him well enough. What you see may only be his shining side, while other aspects may be neglected. So I suggest you create more opportunities to get in touch with him and slowly get to know him better so that you won't be too blind or passive.
